What the corridor looks like now
The geography of foreign direct investment into Russia has changed shape. 75% of FDI now comes from countries Russia classifies as friendly, against 25% before, according to UNCTAD data cited by Izvestia in 2025. FDI totals are not broken out publicly by individual Gulf state, so the UAE share can only be described qualitatively, as one of the larger sources from the region alongside China, Turkey and the CIS.
The corridor runs in both directions. UAE capital moving into Russia concentrates in trade-linked production, logistics, retail, food processing and real estate. Russian capital moving into the UAE concentrates in free zone companies, property and residency-linked structures. These are different legal systems with different rules, and they are frequently confused in market commentary.
- Russian GDP grew 4.1% in 2023 and 4.9% in 2024 (Rosstat, 2023-2024)
- General government debt is 17% of GDP, against 124% in the US (IMF WEO, 2025)
- Stock market capitalisation is 19.5% of GDP, with a target of 66% by 2030 (Bank of Russia, Aug 2026)
- The Bank of Russia key rate stood at 14% (Bank of Russia, Sep 2026)
Friendly, unfriendly, and what actually changes
Russia maintains a list of countries it designates as unfriendly. Investors connected to those jurisdictions face special account regimes and additional government approvals when they buy, sell or repatriate. The UAE is not on that list in the current fact base, which means a UAE investor is generally outside that specific regime. The list and the way banks apply it do change, so the position has to be confirmed for the specific entity, the specific bank and the specific transaction.
The binding constraint is often commercial rather than legal. Correspondent banks outside Russia screen UAE-based counterparties for sanctions exposure, and a structure that is perfectly legal on paper can still fail at the payment stage. That is why the choice of bank usually matters more than the choice of corporate form. Questions about sanctions compliance are for independent compliance counsel; nothing here addresses how to work around them.
Structure also drives tax. Whether a double tax treaty reduces withholding, and whether a holding company in a free zone qualifies for treaty benefits, depends on where the company is actually managed and on the current status of the treaty. Treaties are renegotiated and their application changes, so this must be checked with a tax adviser rather than assumed.
Five entry routes and what each is for
There is no single UAE route into Russia. There are five distinct vehicles, and they suit different ticket sizes and different levels of control.
- Direct equity in a Russian LLC or joint-stock company: the default. Full control, sector licences required, ongoing Russian accounting and reporting obligations.
- Special administrative regions: 674 companies are registered in these zones (Ministry of Economic Development, 2025). Used mainly for holding and redomiciliation structures, with particular tax treatment.
- Regulated investment platforms: 106 licensed investment platforms operate in Russia (Bank of Russia, May 2026). Built for smaller tickets and for lending to businesses through a regulated intermediary.
- Special investment contracts: 90 such contracts are in force, covering more than 2 trillion rubles of declared investment (Government of Russia, 2025). Designed for investors who build or modernise production and want long-term terms fixed.
- Free zones: the Free Port of Vladivostok has 2,130 projects (KRDV, 2026); the Arctic Zone has 1,000 residents with 1.1 trillion rubles declared (KRDV, Dec 2025). Both offer administrative and fiscal terms tied to location and to the type of activity.
The sequence from term sheet to money in
The order of steps matters, because some approvals are impossible to obtain retroactively.
- 1. Confirm the sector. Check whether the activity falls under the strategic sectors list, which triggers pre-approval under Law 57-FZ. This is done before signing anything binding.
- 2. Choose the vehicle. Direct company, special administrative region, investment platform, special investment contract or free zone.
- 3. Prepare the ownership chain. Name every beneficial owner and every intermediate company; expect the bank and the counterparty to ask for documents on each.
- 4. Open the bank account. This is usually the longest step. Expect questions on the source of funds and on the UAE entity's own banking relationships.
- 5. Register with the tax authority and obtain sector licences where required. Currency control and reporting obligations begin at this point, not at the first payment.
- 6. Complete the transaction and file the post-completion notifications. Late filing is a routine and avoidable problem.
Sectors where the numbers are readable
Some parts of the Russian economy publish enough data to model, and others do not. Metals and mining are the most transparent: Russia produces 44% of the world's palladium and is the number one producer (USGS, 2025), which makes supply-side analysis comparatively straightforward. The payments infrastructure is also unusually well documented: 88% of retail payments are cashless (Bank of Russia, 2025), and 86% of exports are settled in rubles and currencies of friendly countries (Bank of Russia, 2025), which tells you something concrete about how trade finance now works.
On the cost side, the headline rates are knowable but the effective rate rarely is. Corporate profit tax is 25%, with 0 to 5% in special regimes (Federal Tax Service, 2025), and standard VAT has been 22% since 1 January 2026 (Federal Tax Service, 2026). Those rates are the starting point for a model, not the answer, because exemptions, regional incentives and contract terms move the actual liability.
In commercial real estate, Moscow office vacancy stood at 7.6% (IBC Real Estate, Q2 2026), a figure that matters more than headline prices for anyone underwriting rental income. On the labour side, 64% of adults aged 25 and over hold tertiary education, against 50% in the US (World Bank / UNESCO, 2021), which is relevant for operations that depend on technical staff.
Limits a UAE investor will hit
These are structural restrictions, not paperwork delays, and they do not disappear with the right adviser.
Foreigners cannot own agricultural land. It can be leased, for up to 49 years, and the lease is the only route to agricultural use. A second restriction covers border areas: Sochi, Anapa, Gelendzhik and Novorossiysk are closed to foreign land ownership. Any project involving land in those areas has to be structured without foreign title to the plot.
Strategic sectors require approval under Law 57-FZ, and the review is discretionary in practice. Investors from countries designated unfriendly face special account regimes and government approvals; the UAE is not in that category at present, but the classification is administrative and can change, so it should be re-checked at the start of every transaction rather than assumed from a previous deal.
Finally, repatriation is a process, not an automatic right. Dividends and exit proceeds move through Russian currency control and through banks that apply their own screening, which means the timeline is set by the bank as much as by the law. This material is general information about how the mechanisms work. It is not investment, tax or legal advice and does not recommend any asset, structure or transaction.
The reverse direction: Russians investing in Dubai
Readers from Russia and the CIS usually ask the same question from the other side, about investing in Dubai. The two legal systems do not mirror each other, and conflating them is where most mistakes start.
In the UAE, ownership of property by non-residents is permitted in designated freehold zones, while other areas are restricted to UAE and GCC nationals. Purchases in off-plan developments normally run through a regulated escrow account, and title is registered with the Dubai Land Department rather than resting on a private contract. Residency is linked to investment and to other qualifying categories; the thresholds and categories are set by UAE authorities, are revised periodically, and must be verified at the time of application rather than taken from older summaries.
The Russian side of that transaction is governed by Russian rules. Moving money out of Russia is subject to currency control and to the compliance policies of the sending bank, and Russian tax residents have reporting and tax obligations on foreign accounts, foreign property and foreign income. Those obligations exist regardless of how the Dubai side is structured.
In other words, a Dubai purchase is two separate compliance questions, one in the UAE and one in Russia, and each has its own adviser. This is general information, not investment, tax or legal advice.
FAQ
Can a UAE company own 100% of a Russian company?
In most sectors, yes. Russian law allows full foreign ownership outside the strategic sectors list, where a stake requires approval under Law 57-FZ. Some activities are licensed and a few are closed to foreign control entirely, so the sector has to be checked first.
Does the UAE count as a friendly country for investing in Russia?
The UAE is not on the list of jurisdictions Russia designates as unfriendly in the current fact base, so special account regimes and the additional approvals attached to that status generally do not apply. The classification is administrative and can change, so it should be verified with counsel at the start of each transaction.
How are payments between the UAE and Russia actually settled?
Through commercial banks that are willing to handle the corridor. 86% of Russian exports are now settled in rubles and currencies of friendly countries (Bank of Russia, 2025), which reflects how the payment infrastructure has been rebuilt. The practical limit is bank-level compliance screening, not the currency of the contract.
Can a foreigner buy land in Russia?
Agricultural land cannot be owned by foreigners; it can be leased for up to 49 years. Separate restrictions close land ownership in border areas including Sochi, Anapa, Gelendzhik and Novorossiysk. Non-agricultural land can generally be owned, subject to the usual registration process.
Can Russians still buy property in Dubai?
Yes, in designated freehold zones where non-resident ownership is permitted. Escrow rules apply to off-plan purchases and title is registered with the Dubai Land Department. On the Russian side, currency control, bank compliance, and reporting obligations for Russian tax residents all apply and are separate questions.
