The four routes, in plain terms
Almost every foreign investor in Russia enters through one of four doors. They differ in who sponsors the application, how long the first permit lasts, and whether family members can be attached to it.
Choosing the wrong door is the most common and most expensive mistake: switching categories later usually means leaving the country and starting the process again, and time already spent in Russia may not count toward the next stage.
- Employment route - an employer obtains a work permit and the employee receives a work visa; the highly qualified specialist track is faster but carries a salary threshold that is set by regulation and revised periodically, so confirm the current figure with an adviser.
- Business and investment route - the foreigner is a founder, shareholder or manager of a Russian company, or qualifies under the investor residence categories introduced in recent years. Eligibility criteria and the minimum amounts are set by government acts and change; the current thresholds must be checked before committing capital.
- Corporate relocation route - moving the holding company itself into a Russian special administrative region, which is a corporate action and a separate immigration filing for the person.
- Family and study routes - spouse or close relative of a Russian citizen or resident, or enrolment at an accredited institution, which gives a legal basis to stay and later convert to a residence permit.
The visa stage: sponsor first, visa second
A Russian visa is normally issued against an invitation, not against a bank statement. Without a sponsoring entity or person, an investor has to create the inviting structure or use an accredited organisation, and that step comes before any visa application.
The order is fixed. Skipping a step does not speed it up, it usually restarts it.
- Confirm the visa category with an immigration lawyer - business, work, private, study or humanitarian - because the category determines which permit you can apply for later.
- Obtain the invitation through the inviting party; the migration authority processes it and the approval is transmitted electronically to the consulate.
- Apply at the Russian consulate in your country of residence with the invitation, passport, insurance and photographs.
- On arrival, complete migration registration within the period set by law - the receiving party (hotel or landlord) normally files it, and failing to do so is the single most common reason for fines and future refusals.
Temporary residence permit: the working middle step
For most foreign nationals the path runs through a temporary residence permit, known by its Russian abbreviation RVP. It is issued by the migration units of the interior ministry, is tied to a specific place of residence, and allows the holder to work without a separate work permit.
This matters for investors: a business visa alone does not let you sit on the payroll or manage day to day. The temporary permit is what converts a visit into residence.
An annual quota applies to some categories, but investor, family and specialist categories are generally handled outside the quota. Which categories are exempt and how the quota is distributed are administrative matters that change, so verify before filing.
- Typical file: application, passport, migration card, migration registration, medical certificates, language, history and law certificates where required, and proof of the basis for residence.
- The permit is issued for a term defined in law and is renewable while the basis for residence continues.
- Recent amendments created investor categories that allow a foreign national to apply for a residence permit directly, without the temporary stage. The eligibility criteria and the amounts are set by government acts and revised - confirm the current version with a licensed adviser before planning around it.
Investor categories and the corporate path
Two corporate routes are used by foreign investors who want both a legal presence and a residence filing: relocating the company into a special administrative region, and signing an investment contract with the state.
A special administrative region is a redomiciliation tool - 674 companies were registered there as of 2025 (Ministry of Economic Development, 2025). It gives the company a Russian legal home, but a corporate move does not automatically give the individual a residence permit: that is a separate application with its own criteria.
Special investment contracts and regional regimes are the other direction: 90 special investment contracts covering more than RUB 2 trillion of investment were reported as of 2025 (Government of Russia, 2025). Participation strengthens a residence file but does not replace the immigration requirements.
Regional regimes can be relevant where the business is physically located: 2,130 projects operate in the Free Port of Vladivostok (KRDV, 2026), and the Arctic Zone reached 1,000 residents with RUB 1.1 trillion declared (KRDV, December 2025). Each regime has its own obligations on capital, jobs and timing.
- Corporate relocation and personal residence are two separate filings with different authorities.
- Regional incentives usually require actual operations on site, not just registration.
- Breaching the obligations of an incentive regime can affect both the tax position and the credibility of the residence file.
Property, land and what residence does not give you
Buying an apartment does not by itself confer residence anywhere in Russia, and it does not shorten the immigration process. Property can support a file as evidence of ties and means, but the legal basis for residence has to be separate.
Land is where the hard limits sit, and they are statutory rather than administrative. Foreign nationals cannot own agricultural land; they may lease it for up to 49 years. Border areas - including Sochi, Anapa, Gelendzhik and Novorossiysk - are closed to foreign land ownership entirely.
Commercial real estate is a different market and can be assessed on its own numbers: Moscow office vacancy stood at 7.6% in Q2 2026 (IBC Real Estate, Q2 2026).
- Agricultural land: lease only, up to 49 years, no ownership.
- Border territories: no land ownership by foreign nationals.
- Residential purchase alone: no automatic residence right.
- Any land transaction should be checked against the closed-territory list before a deposit is paid.
Compliance, banking and tax status
Investors from countries designated unfriendly by Russia face special bank account regimes and, in some cases, government approval requirements for transactions in Russian companies. This is a compliance issue, not an investment one: the practical answer is to take independent compliance advice in your own jurisdiction and in Russia before structuring anything.
Investment in strategic sectors requires prior approval under Law 57-FZ. The list of strategic activities is broad and updated, and transactions completed without clearance can be voided.
Tax residence is a separate concept from immigration residence and depends on the number of days spent in Russia in a calendar year under rules set in the Tax Code. That count, and the rates that follow from it, change - confirm your position with a tax adviser, not with a migration lawyer.
On the money side, 86% of Russian exports were settled in rubles and friendly-country currencies as of 2025 (Bank of Russia, 2025), which tells you how transactions are actually cleared today. Domestic payments are almost entirely digital - 88% of retail payments were cashless in 2025 (Bank of Russia, 2025).
- Unfriendly-country investors: expect special account regimes and approval requirements.
- Strategic sectors: prior approval under Law 57-FZ before completion.
- Tax residence: day-count based, separate from visa status.
- Repatriation and settlement routes should be checked before capital enters, not after.
The order of steps, and what to prepare
The sequence below is the one that avoids rework. Timelines vary by consulate, region and category, so treat each stage as a gate rather than a date.
One structural point for context: 75% of incoming foreign direct investment now comes from friendly countries, compared with 25% previously (UNCTAD via Izvestia, 2025), so the practical experience of investors from the Gulf, China, India, Southeast Asia and the CIS differs sharply from that of investors from unfriendly jurisdictions.
- Step 1 - decide the legal basis for staying: employment, ownership, corporate relocation, family or study.
- Step 2 - create or identify the sponsoring entity, and clear any approval requirement (for example Law 57-FZ) before signing.
- Step 3 - obtain the invitation and the visa in your country of residence.
- Step 4 - complete migration registration on arrival and keep it continuously valid.
- Step 5 - file for the temporary residence permit, or for the investor residence category where you qualify directly.
- Step 6 - after the required holding period, apply for permanent residence; naturalisation is a further, separate stage with its own conditions.
- Step 7 - keep tax, banking and reporting positions aligned with immigration status; these are reviewed separately and drift is where problems appear.
FAQ
Can I get Russian residence just by buying property?
No. A property purchase does not by itself create a residence right. It can serve as supporting evidence in other applications, and land ownership by foreign nationals is restricted - agricultural land is lease-only for up to 49 years, and border areas including Sochi, Anapa, Gelendzhik and Novorossiysk are closed to foreign land ownership.
Is there an investor residence permit with a fixed investment amount?
Investor residence categories exist and have been amended in recent years, but the qualifying amounts, asset types and holding periods are set by government acts and are revised. Treat any figure you see online as dated and verify the current version with a licensed immigration adviser before structuring an investment around it.
How long does the process take?
There is no single timeline. The binding constraints are the invitation, the consulate appointment, migration registration and the processing of each permit stage, and these vary by region and category. Plan the sequence as gates rather than dates, and keep every document valid continuously - a lapse in migration registration resets the clock.
Can my family come with me?
Certain categories, including the highly qualified specialist and some investor routes, allow a spouse and dependent children to be included in the same filing. The rules on which relatives qualify differ between categories and change, so confirm the current position before submitting.
Do I have to live in Russia full time to keep residence?
Residence permits carry presence and reporting obligations, and long absences can affect both the permit and your tax residence position. The rules on permitted absence, day-counts and notification duties are set in law and are amended, so verify your specific situation with an adviser.
