Main guide on this topicDoes Russia Have a Golden Visa? Investor Residency Explained
Three instruments, three different issuing bodies
The word visa in the query hides a structural point: entry permission and stay permission are handled by different agencies, and an investor usually needs both. A consulate of the Russian Ministry of Foreign Affairs issues the visa. The migration divisions of the Ministry of Internal Affairs issue HQS status and residence permits. Confusing the two is the most common planning error, because a visa does not by itself create a right to reside long term.
A business visa is a corridor. It lets you travel, negotiate, inspect a site, open a bank account and sign documents. It does not create a migration status, does not count towards a residence permit and does not let you work for a Russian employer. Treat it as the first stage of a longer sequence, not as the destination.
- Business visa - entry and repeated visits, issued by consulate on an invitation
- HQS - work-based status, filed by the employing company, gives a multi-year visa tied to the contract
- Investment-based residence permit - long-term stay, filed in St Petersburg with the migration service
- Each route has its own document set, its own agency and its own refusal grounds
Route one: business visa - what it does and does not do
The mechanics are straightforward but strictly ordered. A Russian host company applies for an invitation through the migration service, the invitation is issued as a telex number, and you apply at the consulate covering your place of residence with that number, a passport, a photograph, medical insurance and a completed form. Consulates in the Gulf, China and India each add their own legalisation and translation requirements, so the document set is confirmed with the specific consulate, not with the host company.
Multiple-entry business visas exist and their validity depends on the invitation, reciprocity and the consular decision. Do not plan a calendar around a term quoted by a counterparty - the validity is printed on the visa and that is the only figure that matters. Overstaying or working on a business visa is an administrative violation with a possible entry ban, which is far more expensive than the trip it saves.
A practical point for St Petersburg: a business visa is enough to register a company, open an account and appoint a general director. It is not enough to be that general director working in Russia on a permanent basis. That requires HQS or a residence permit, which is why most investors end up combining routes.
- Step 1 - host company files the invitation
- Step 2 - consulate appointment in your country of residence
- Step 3 - entry, then migration registration at the place of stay within the statutory period
- Step 4 - tax registration and a bank account, both of which need the visa and the registration
Route two: HQS - the fastest work-based track
Highly qualified specialist status is employer-driven. A St Petersburg company - your own newly registered one included - files an application with the migration service, and the status is granted on the basis of the employment contract and the salary level. The salary threshold is set by regulation, is revised periodically and differs by sector and by project status, so the current figure must be confirmed before the contract is signed.
HQS gives a multi-year work visa linked to the contract, a simplified route for family members, and a path towards a temporary residence permit and then a permanent one. It is the most predictable route for an operating investor who intends to run the business personally, and it is the one most often used by manufacturing, pharmaceutical and IT employers in the city.
The risk is structural: the status exists only while the employer relationship exists. If the company stops paying the required salary, or the contract is terminated, the basis for the status disappears. Plan the ownership and the employment relationship separately so that a corporate restructuring does not take your migration status with it.
Route three: residence permit on investment grounds
Russian law provides a simplified residence permit for foreigners who invest. The qualifying categories are defined in general terms: an ownership stake in a Russian company above a set value, a direct investment into a Russian company's assets, a purchase of real estate, and registration of a business. The specific amounts are set by government decision, have been revised since the mechanism was introduced, and are indexed - they change, and any figure quoted to you second-hand should be treated as unverified until a Russian migration lawyer confirms it against the current text.
In practice the investor route can allow the temporary residence permit stage to be skipped, with the application filed directly for permanent residence. Whether that applies to your specific ground should be confirmed in writing before you commit funds, because the categories do not all carry identical treatment.
The application is filed with the migration division in St Petersburg. Expect the file to include confirmation of the investment and its source, company documents, tax and financial reporting, a medical certificate, fingerprinting and photographing, and the Russian language, history and law examination, from which certain categories of applicant are exempt. Close family members are covered but each applicant is assessed individually. The decision is discretionary, not automatic.
- Investment evidence must show funds that came from outside Russia and were declared
- The asset or company must actually operate - a dormant entity is a refusal risk
- Changing the qualifying asset after filing restarts the assessment
- The permit creates residence, not citizenship and not tax residence by itself
Why St Petersburg rather than Moscow
The city is a production and logistics base, not only an administrative one. Shipbuilding, machine building, pharmaceuticals, food processing, IT and port logistics are concentrated there, and the port gives a Baltic gateway for import substitution projects. That matters for an investor route, because the migration service looks at whether the business is real and operating in the region - an operating plant or a working team is easier to evidence than a holding structure.
The fiscal environment applies nationally: the standard corporate profit tax is 25%, the standard VAT rate has been 22% since 1 January 2026, and special regimes and special investment contracts can reduce profit tax to 0-5%. There are 90 special investment contracts in force across Russia with more than ₽2T of committed investment. The Bank of Russia key rate was 14% in September 2026, which sets the cost of local borrowing and should be in your model before you choose between debt and equity financing.
Industrial parks and special economic zones in the city offer serviced sites and administrative support, and the regional administration signs investment agreements that can be used as supporting evidence in a migration file. The stock market is small relative to the economy - capitalisation of 19.5% of GDP against a 66% target by 2030 - so most investors in the city arrive as direct investors rather than portfolio ones.
- Sector fit: shipbuilding, pharma, engineering, IT, food, port logistics
- Standard profit tax 25%, but 0-5% in special regimes
- VAT 22% standard rate since 1 January 2026
- Key rate 14% as of September 2026 - relevant to project finance
What changes by country of origin
For investors from the Gulf, China and India the sequence starts at the consulate and the binding constraint is document legalisation, not the visa category. Commercial documents, powers of attorney and corporate extracts need apostille or consular legalisation and certified Russian translation, and consular workloads in the large applicant markets mean appointment slots, not decisions, set the timeline.
For CIS investors the picture is different. Citizens of the EAEU states - Kazakhstan, Armenia, Belarus and Kyrgyzstan - enter without a visa and work under an employment contract without a patent, which makes the HQS route considerably simpler. Citizens of Uzbekistan and Azerbaijan also enter without a visa but require a work patent for employment, which changes the cost structure of a small team.
Investors connected to countries designated unfriendly face additional layers: special account regimes for certain payments, and government commission approval for a range of corporate transactions involving Russian companies. This is a compliance matter, not a workaround matter. Take independent legal and sanctions advice in your own jurisdiction before structuring, and expect banks in your home country to review the transaction independently of anything Russian authorities approve.
Restrictions on land remain for everyone outside the EAEU treaty framework: foreigners cannot own agricultural land, only lease it, with a lease term of up to 49 years, and border districts are closed to foreign land ownership. St Petersburg itself is not a closed territory, but parts of the Leningrad region adjoining the border are, so the cadastral parcel matters, not the city on the address.
The realistic sequence
The order below is the one that avoids rework. Attempting the residence permit before the business exists is the single most common cause of a wasted year.
- 1. Choose the route and confirm the current criteria with a Russian migration lawyer in writing
- 2. Prepare and legalise corporate and personal documents in your home country
- 3. Obtain a business visa and make the first trip - registration, bank account, tax number
- 4. Register the company or acquire the stake, and start actual operations
- 5. File HQS through the employing entity if you will run the business personally
- 6. File the investment-based residence permit once the asset and the reporting are in place
- 7. Renew and maintain - status is conditional, and reporting obligations continue
FAQ
Is there a separate investor visa for St Petersburg?
No. There is no visa category called investor visa. Entry is through a business visa, and long-term stay is through an investment-based residence permit or through HQS status. The two are issued by different agencies and require different documents.
Can I get a residence permit just by buying an apartment in St Petersburg?
Real estate purchase is one of the qualifying categories, but the qualifying value is set by government decision, is revised, and the property must meet the conditions in force at filing. A residential purchase below the threshold, or one structured only as a personal holiday flat, does not qualify. Confirm the current requirement before buying.
How long does the process take?
It runs in stages: consular visa processing, company registration, then the migration decision. Each stage has its own statutory window and its own queue, and the migration stage is discretionary. Treat any single total figure quoted to you with caution and plan the business separately from the migration calendar.
Can my family come with me?
Spouse, children and dependent relatives can normally be included, but each person is assessed individually and each needs their own documents, medical checks and, where applicable, the language examination. HQS holders have a simplified route for family members.
Do I become a Russian tax resident automatically?
No. Tax residence is determined by the day-count rule, which has been amended repeatedly, and it is separate from migration status. Holding a residence permit and being a tax resident are two different questions, and both should be modelled with an adviser before you move.
Is a business visa enough for an investor in St Petersburg, or do I need a separate investor visa?
A business visa is enough to enter, negotiate, inspect a site, register a company and open a bank account. It is not enough to live in Russia long term or to work for a Russian entity. Long-term stay comes from HQS status filed by the employing company or from a residence permit issued on investment grounds, and those are handled by the migration service rather than by the consulate.
Where in St Petersburg are investor visa and residence permit documents filed?
The visa itself is issued by a Russian consulate abroad, on an invitation filed by the host company through the migration service. HQS applications and investment-based residence permit applications are filed with the migration divisions of the Ministry of Internal Affairs in St Petersburg. Regional investment support letters can accompany a file but do not decide it - the migration service does.
Can I work in St Petersburg on the strength of an investment alone?
No. An investment or an ownership stake does not by itself create a right to work. Employment requires HQS status through a Russian employer, a residence permit that permits work, or in some cases a work patent. Citizens of the EAEU states work under an employment contract without a patent, which makes the HQS route simpler for them.
